If you carry letter mail items with an individual weight of no more than 1,000 grams commercially for others, you need a permit (license).

The license must be refused if facts justify the assumption that

• the applicant does not have the required capability, reliability or expertise to exercise the license rights,
• public safety or order would be endangered by the commencement of an activity requiring a license,
• the applicant does not insignificantly undercut the essential working conditions that are customary in the licensed sector.

A license is not required for

• carries letter mail items as an agent or vicarious agent of the person who has been granted a license pursuant to paragraph 1,
• carries letter-post items which are enclosed with another item and relate exclusively to the contents thereof
• transports items of correspondence in such a way that individual proven items of correspondence are transported in the interest of rapid and reliable
• and the accompanying person has the possibility to access the individual consignment at any time and to make the necessary dispositions (courier service).
