In order to be registered in the list of consulting engineers kept by the Chamber of Engineers of Thuringia and in order to establish a compulsory membership at the same time, special factual requirements have to be met, in particular professional qualifications proven by a corresponding engineering degree as well as proof of practical experience.

An entry in the list of consulting engineers, which requires the presentation of an application, is to be made if the following requirements are met:

1. The applicant must have his main residence, a professional branch or the place of predominant professional activity in Thuringia (§ 8 para. 2 no. 1ThürAIKG).
   
   
2. The applicant must be entitled to use the professional title "engineer" as defined in Section 4 (1) ThürAIKG.
   
   
3. After the acquisition of the authorization to use the professional title "engineer", he must have exercised at least two years of full-time practical activity in the essential professional tasks in the field of engineering and thus a corresponding professional practice.
   
   
4. In order to be entered in the list of consulting engineers, the applicant must exercise his professional tasks autonomously and independently at the time of application.
   
   The requirements to be fulfilled for this are specifically set out in § 3 para. 2 ThürAIKG. According to this, engineers are considered to be working independently if they run their own engineering office, have joined forces with other members of the liberal professions and have a legal status within this association by virtue of which they can perform their professional duties uninfluenced by rights of third parties outside the profession within the association or by rights of third parties outside the association.
   
   Independently active persons are those who, in the course of their professional activities, neither pursue their own production, trade, supply or comparable economic interests, nor represent third-party interests of this kind which are directly or indirectly connected with the professional activity.
   
   
5. In addition, the applicants must have the reliability or suitability required for the profession of consulting engineer, otherwise a refusal according to § 12 para. 1, 2 ThürAIKG may be considered if there are relevant legally binding criminal convictions, lack of legal capacity or financially disorderly circumstances.

The registration committee of the Thuringian Chamber of Engineers decides on the requested registration in the list of consulting engineers.

Anyone who uses the professional title of consulting engineer without authorization can be fined up to € 30,000 by way of administrative offense proceedings to be initiated by the Thuringian Chamber of Engineers.

Foreign service providers who are nationals of a member state of the EU or a state equivalent to these may use the professional title of consulting engineer if they have proven to the Chamber of Engineers in accordance with § 14 Para. 6 ThürAIKG that they meet the requirements and are subsequently entered in the register of foreign service providers.
