If you wish to organize donations of money or goods through street or house collections, you must apply to the competent authority.

If, on the other hand, you conduct house collections that represent an association among its members or another organizer within a circle of persons connected to him by personal relations, you do not need a permit. You also do not need a permit for collections that are carried out in spatial and temporal connection with a meeting or other event in closed rooms or on delimited property areas among the participants of the event.

As an organizer, you must submit to the permitting authority or the body designated by the permitting authority, within a time limit set by the permitting authority, an accounting of the results of the collection, the collection expenses incurred, and the use of the proceeds and, upon request, provide the information necessary to monitor and audit the collection and submit the documents necessary to audit the accounting, including the use of the proceeds of the collection.

The collection proceeds may be used, in whole or in part, for a purpose other than the collection purpose specified in the permit only with the approval of the permitting authority. The presumed will of the donors shall be taken into account.

If it subsequently becomes apparent that the intended purpose of the collection cannot be realized, and if the organizer is unwilling or unable to propose another purpose for the collection, the proceeds of the collection shall be allocated to a purpose determined by the permitting authority. Children under the age of 14 shall not be required to collect. Juveniles from the age of 14 to the age of 18 may only be used for street collections and only until dark. These provisions for children and adolescents also apply to collections that do not require a permit. In justified individual cases and if there is no reason to fear that the young people will be endangered, the permitting authority may allow at least two of them to be used after dark for street collections or also for house collections, but only until dark.

The proceeds of a collection that is not permitted or prohibited and the items procured therewith may be confiscated.The confiscated proceeds of the collection and the confiscated items shall be donated to a charitable purpose. In doing so, the presumed will of the donors shall be taken into account as far as possible.
