Since November 1, 2015, it has been possible to enter a conditional blocking notice. This blocking notice can be entered for persons,

• who are in a correctional facility,
• a reception facility for asylum seekers or other foreign refugees,
• in hospitals, nursing homes or other facilities used for the care of persons in need of care or disabled persons or for home education
• in facilities for protection against domestic violence or
• are registered for the treatment of addictive disorders.

This is to protect personal interests. In these cases, information from the population register may only be provided if it can be ruled out that interests worthy of protection will be adversely affected. The person concerned will be heard beforehand.
The conditional blocking notice does not apply to data transfers to authorities or other public bodies.
