If you want to install and operate a groundwater heat pump, you need a water law permit for the extraction and reinjection of groundwater.

In addition, according to § 49 of the Water Resources Act (WHG) in conjunction with § 41 of the Thuringian Water Act (ThürWG), work such as excavations and drillings that extend so far into the subsoil that they can have a direct or indirect effect on the groundwater and an impairment of the same cannot be ruled out must be reported to the responsible water authority three months before they begin. This is regularly the case for geothermal heat pump systems.

In the case of boreholes that penetrate more than 100 meters into the ground, a mining permit may also be required from the Thuringian State Office for the Environment, Mining and Nature Conservation.
