Anyone providing postal services without requiring a license must notify the Federal Network Agency of the commencement, modification and termination of operations.

Activities subject to notification are

• Carriage of letter items weighing up to 1000 grams if this activity is performed on behalf of a licensee (as an agent or vicarious agent)
• Carriage of letter items weighing more than 1000 grams
• Carriage of addressed parcels up to 20 kg
• Carriage of books, catalogs, newspapers or magazines
• Courier service according to § 5 PostG

To operate a parcel delivery service, you may need a permit from the Federal Network Agency.

The transport of parcels weighing up to 20 kg does not require a permit.

In any case, you must register the parcel transport service as a business.
