If components have been converted or added to a vehicle, the vehicle may only be operated on public roads if a valid operating permit is available for these vehicle parts. This applies, for example, to rims, special wheels, auxiliary heaters, trailer couplings and many other parts.

A number of requirements must be observed to ensure that the vehicle's operating permit does not expire.

For example, modifications that influence the type of vehicle, interventions that worsen the exhaust behavior or increase the noise level, or changes that could endanger other road users regularly lead to the expiration of the vehicle's operating permit.

If the parts form a technical unit that can be dealt with independently in the approval procedure, the requirement for an operating permit can be examined.

A type approval can be limited to the effect that the use of the parts can only be permitted on vehicles of a certain type, of a certain type or only with a certain type of installation or attachment. The effectiveness of the type approval can be made dependent on an installation/attachment inspection by an officially recognized expert, an authorized person from a technical service or a test engineer from an officially recognized monitoring organization.

As a general rule, it is advisable to only install or fit parts to vehicles for which there is a type approval for vehicle parts in accordance with § 22 a of the Road Traffic Licensing Regulations (StVZO), a general operating permit for vehicle parts in accordance with § 22 of the StVZO or equivalent approval based on EC directives or ECE regulations. Even for parts for which a certificate exists, it may be necessary for the installation or mounting to be approved. Whether this is necessary can be seen from the certificate of the part. In addition, it must be clear from an operating permit for vehicle parts or from the certificate for which vehicle types the part is suitable and how the installation must be carried out. Many technical modifications must be entered by the registration office in vehicle documents (registration certificate Part I).
