As a result of several years of successful piloting initiated by Thuringia, Saxony and Saxony-Anhalt, a minimum age of 15 years has applied nationwide since July 28, 2021 for the issuance of driving license class AM. Until the driver reaches the age of 16, the driver's license is subject to the condition that it may only be used for driving within Germany. This condition ceases to apply on reaching the age of 16, so that driving abroad is then also possible.

For the motorcycle classes (A1, A2 and A) there is the possibility of the so-called graduated driving license. This means that the first A1 (or A2) driving license involves theoretical and practical driving school training followed by an examination. To move up to the next higher class, only a shortened practical test is then required. With this regulation, the legislator wants to promote the step-by-step approach to higher driving license classes.
