The guideline for the promotion of projects and measures of regional development and for shaping the consequences of demographic change in the version of July 30, 2019 is the basis for the implementation of the stated objectives in Thuringia and thus the basis for all funding decisions of regional development.

• Part A Promotion of classic regional development

The promotion of classic regional development includes, among other things, regional development concepts (REK), regional adaptation and development strategies, concepts for the stabilization or development of central places, concepts for the development of mid-central functional areas, regional development programs for the implementation of spatial development plans, location studies, status analyses, feasibility studies or even economic feasibility studies. The basis for the promotion of further studies is the existence of a REK or a comparable concept, which recommends the further occupation with this topic.

• Part B Promotion of projects and measures to shape the consequences of demographic change

In order to shape the consequences of demographic change, funding covers, among other things, the implementation of utilization concepts for multifunctional or intergenerational infrastructure facilities; measures for the increased activation and further development of community-specific resources; measures that serve to maintain, activate and strengthen civic engagement structures or to provide offerings at a location for simultaneous use by different target groups. The development of concepts and analyses in the course of preparing or evaluating a project is also eligible for funding. Eligible expenses include material and personnel expenses or expenses for construction, supplies and services arising from projects under Part B. Excluded from this are personnel expenses of the public administration.

• Part C Funding of model projects

Model projects are projects and measures that make a novel contribution to the sustainability of services of general interest under the conditions of demographic change in Thuringia and meet the requirements of regional planning. Projects and measures with exemplary, regionally based cooperations, with innovative approaches to inter-communal or local challenges, as well as for the establishment of untested project sponsorships or for the further development of existing public service structures are thus to be understood in detail. The inclusion of civic engagement and the linking of several fields of action are desirable in this context.
