The regulations for former prisoners of war that applied in the old federal states were not transferred to the new federal states by the Unification Treaty. The Act on the Adjustment of War Consequences (KfbG) of December 21, 1992, finally repealed the Prisoner of War Compensation Act (KgfEG). At the same time, the KgfEG's regulations on the Heimkehrerstiftung were incorporated into the "Act on the Heimkehrerstiftung," which entered into force on January 1, 1993. This law also included former prisoners of war in the former GDR and Berlin (East), who until then had not been able to claim foundation benefits, in the group of eligible persons.

The Heimkehrerstiftung was dissolved on December 31, 2007 (Federal Law Gazette 2007 I p. 2830). Its tasks were transferred to the Federal Office of Administration, Department III B 4, in 50728 Cologne on January 1, 2008. Applications for one-time compensation to returnees from the accession area can be submitted there.
