In Thuringia, instead of or in addition to education, upbringing and care in a daycare facility, a child, especially under the age of two, can be placed in daycare. The parents' right to choose should be respected as far as possible. When placing a child in day care, the youth welfare office works to ensure that the rights and obligations arising from the day care relationship are contractually regulated between the caregiver and the parents.

In the case of public funding, the youth welfare office also concludes agreements with the daycare provider. In particular, the agreements should regulate the reimbursement of the daycare provider's expenses, the remuneration of the educational services and the conclusion of accident and liability insurance for damages that may occur in connection with the daycare.

In addition, the Youth Welfare Office reimburses up to 50 percent of the minimum contribution rate for statutory pension insurance and up to 50 percent of the proven expenses for appropriate health and nursing care insurance upon request. The local youth welfare office checks the suitability of daycare providers and whether the premises are suitable for children.
