The Preliminary Registration Office supports temporary soldiers (SAZ 12) in their recruitment into the civil service. It records the reserved positions under the Soldiers' Pensions Act (sections 9 and 10) in the state's municipal and state recruitment authorities and refers temporary soldiers whose service in the Bundeswehr ends after 12 years to the recruitment authorities to determine their suitability and for selection.

The pre-registration office records every sixth vacancy for recruitment to the intermediate civil service and every ninth vacancy for recruitment to the higher civil service among the hiring authorities of the state, municipalities/associations of municipalities with more than 10,000 inhabitants, and other public corporations, institutions, and foundations with more than 20 scheduled civil service positions or positions to be filled by employees.

When employees are hired, every tenth position is recorded in pay groups E 8 to E 3 and E 12 to E 9. The recording provisions apply accordingly to upstream training relationships or preparatory services.

Eligibility is evidenced by an integration certificate (E certificate) or admission certificate (Z certificate). This gives applicants - provided they successfully pass the selection procedure - the legal right to be taken on directly in a permanent employment relationship after completing their preparatory service or vocational training.

The overview of the number of reserved positions by career group and comparable employment group enables former soldiers to apply to the Vormerkstelle.
