Registration of postal services not subject to licensing (inclusion, modification and termination)

Service Description

If you provide postal services on a commercial basis without requiring a license, you must notify the Federal Network Agency (BNetzA) in writing within one month of the commencement, change and termination of operations.

Activities subject to notification are:

  • Carriage or acceptance/delivery of letter items with an individual weight of more than 1,000 grams.
  • Carriage or acceptance/delivery of goods consignments suitable for letterboxes
  • Carriage or acceptance/delivery of addressed parcels weighing up to 31.5 kilograms
  • Carriage or acceptance/delivery of books, catalogs, newspapers or periodicals (insofar as it is carried out by companies that also carry letter items, letterboxable consignments or addressed parcels weighing up to 31.5 kilograms)
  • Carriage or acceptance/delivery of letter items with an individual weight of up to 1,000 grams as a performing or vicarious agent (subcontractor) for a licensee
  • Constantly accompanied transport of letter items weighing up to 1,000 grams (courier service in accordance with the Postal Act)

Individual processing steps in the transport chain are also subject to notification as parts of the transport chain. These include, for example, the acceptance or delivery of mail items, sorting, forwarding, transport or delivery.) This may be a postal service in a branch office, a parcel store or similar, or it may be a pure transport service.
