Service Description

The Federal Ministry of Labor and Social Affairs (BMAS) supports organizations that offer measures to integrate adults of foreign origin into the labor market. The federal ESF Plus funding program "IQ (Integration through Qualification)" exists for this purpose.

The "IQ" program supports projects in 3 fields of action:

  • Field of action 1: Recognition and qualification advice, advice on fair integration (FI)
  • Field of action 2: Regional integration networks
  • Field of action 3: Supra-regional projects and support structure

Field of action 1: Recognition and qualification advice, advice on fair integration

Recognition and qualification advice helps people with a migration background to have academic and professional qualifications acquired abroad recognized. If this is not possible through formal channels, it is investigated whether an alternative path to employment or self-employment with appropriate qualifications is possible. In addition to formal qualifications, the advice should also take into account professional experience gained at home or abroad.

Fair Integration (FI) provides advice on labor and social law issues for people of foreign origin from countries outside the European Union (EU). Questions should relate directly to employment. This means that questions about wages, working hours, vacation, dismissal, health insurance and other issues can be clarified.

Field of action 2: Regional integration networks

An integration network refers to a regional project network in a region. These are contact points for adult qualified workers of foreign origin who reside or regularly stay in the respective region. The integration network offers adaptation courses, adaptation qualifications, bridging measures, coaching and support until the employee takes up employment that corresponds to their level of education. After taking up employment, the network offers mentoring programmes for career and industry entry as well as low-threshold procedures for making non-formal and informal skills visible.

Field of action 3: Supra-regional projects and support structure

In occupational fields in which a group of people of foreign origin cannot be reached locally and there is a need on the labor market, virtual supra-regional projects for qualification measures are offered.

Applications are approved by the Federal Office for Migration and Refugees (BAMF).
