Applying for permission for a collection

If you wish to organize monetary or material donations through street or house collections, you must apply to the competent authority.

If, on the other hand, you carry out house collections that are organized by an association among its members or another organizer within a group of people connected to it by personal relationships, you do not require a permit. You also do not need a permit for collections that are carried out in spatial and temporal connection with a meeting or other event in closed rooms or on demarcated areas of land among the participants of the event.

As the organizer, you must submit a statement of the results of the collection, the collection expenses incurred and the use of the proceeds to the licensing authority or the body designated by it within a period set by the licensing authority and, on request, provide the information required to monitor and audit the collection and submit the documents required to audit the statement, including the use of the collection proceeds.

The collection proceeds may only be used in whole or in part for a purpose other than that stated in the permit with the permission of the licensing authority. The presumed will of the donors must be taken into account.

If it subsequently transpires that the intended purpose of the collection cannot be realized and the organizer is unwilling or unable to propose a different purpose, the proceeds of the collection shall be allocated to a purpose determined by the licensing authority. The presumed will of the donors must be taken into account.

Children under the age of 14 may not be involved in the collection. Young people between the ages of 14 and 18 may only be used for street collections and only until dark. These provisions for children and young people also apply to collections that do not require a permit. In justified individual cases and if there is no danger to young people, the licensing authority may allow them to be used at least in pairs for street collections or house collections even after dark, but only until dark.

The collection proceeds of an unauthorized or prohibited collection and the items procured with them may be confiscated, and the confiscated collection proceeds and the confiscated items must be donated to a charitable cause. The presumed will of the donors must be taken into account as far as possible.
