If you want to know whether your property could be used as a building plot in the future, you should take a look at the land use plan of your city or municipality.
The land use plan shows in what way and for what purpose (building, traffic, agriculture, nature conservation, forestry, recreation, etc.) the land in a municipality is to be used. Together with the development plans, the so-called binding urban land use planning, it is the most important instrument of municipal planning sovereignty. As a preparatory land-use plan, it does not yet have any direct legal effects on third parties, unlike the development plan. No one can derive any claims from the land use plan, especially not the right to a building permit. However, it represents a planning-binding program for the municipality and other authorities.
The preparation of the land use plan (drafting procedure) involves not only the municipal departments, but also the public agencies (e.g. supply and disposal service providers), the neighboring municipalities and - last but not least - the citizens of the town or municipality.
