Service Description

Civil protection comes into play when hazard prevention measures can no longer be guaranteed due to other legal provisions.

The responsible authorities are

  • the counties and independent cities for local disaster control tasks
  • the state for the central tasks of disaster control.

The Thuringian Law on Fire Protection, General Assistance and Disaster Control (ThürBKG) does not establish "all responsibility" for disaster control. Responsibility for radiation protection and flood prevention measures remains with the relevant department in the event of a disaster. In the event of an emergency, supplementary administrative assistance by the disaster control authorities is possible.

The Thuringian Disaster Protection Ordinance (ThürKatSVO) specifies uniform minimum standards for the establishment, organization and equipment as well as for basic and advanced training in disaster protection.

In addition to the fire departments, the private aid organizations and the Technical Relief Organization (Landesverband Sachsen, Thüringen) in particular are deployed. Basic and advanced training in disaster control builds on the specialized training provided by Thuringia's fire departments and aid organizations. The state has established the State Fire and Disaster Protection School in Bad Köstritz as a central training facility.
