A license is required to establish a savings bank. Savings banks may only be established and operated by local authorities and special-purpose associations.

Once permission has been granted, the savings bank becomes an institution under public law with legal capacity.
Savings banks may set up branches in the territory of the body responsible for their establishment. Exceptions to this require the approval of the savings bank concerned, its owner and the savings bank supervisory authority.
