The district offices and independent cities are responsible for matters relating to the severely disabled. They perform the following tasks, among others:

• Determining disabilities in accordance with the law on severely disabled persons (SGB IX), including compensation for disadvantages
• Issuing and renewal of severely handicapped ID cards
• Determining the prerequisites for free transportation of severely disabled persons in public transport and/or exemption/reduction from motor vehicle tax and issuing the corresponding supplementary sheets
• Determination of the requirements for the granting of parking facilities for severely disabled persons
