Submit documents for the supervision of construction and for commissioning procedures in the railroad sector electronically to the Federal Railway Authority

Service Description

If you are a railroad infrastructure company in the Federal Railway Authority (EBA), you must apply to the EBA for a corresponding authorization for commissioning. The commissioning permit can be issued for the initial commissioning of an infrastructure, energy, trackside train control, train protection and signaling subsystem as well as the initial commissioning of the remaining railroad infrastructure.

You may also require a commissioning permit if you wish to upgrade or renew existing railroad operating facilities and these are to be put into operation in the future. Upgrades or renewals requiring approval can be, for example

  • Changes to more than 2,000 meters of mainline track, 500 meters of station track or at least 4 points in position or basic shape,
  • work on supporting structures underneath tracks,
  • the construction of technically secured level crossings in place of previously non-technically secured level crossings
  • the construction or renewal of more than 50 percent of all electrical installations in a station with more than 1,000 passengers per hour or
  • the extension of a signal box system by additional remote electronic signal boxes.

You do not require a commissioning permit for measures that are deemed to be replacements in the course of maintenance work, for example

  • Corrosion protection work,
  • dismantling of tracks, points, level crossings or unused overhead lines,
  • Measures on covered bicycle parking facilities,
  • measures on air conditioning, sanitary or ventilation systems, pipes or ducts.

The EBA carries out spot checks to ensure that public safety and the technical building regulations are complied with during the construction, modification and dismantling of a railroad system. For example, the EBA checks that a company consistently applies its safety management system and develops it appropriately. The EBA also randomly checks whether the company's internal processes are effective and lead to the right results. For example, the EBA can inspect construction conditions on site, check plans and documents or check how the responsible functionaries within the company perform their duties.
