Submit declaration of operation for unmanned aircraft (UAS) in the "special" operating category

If you are registered as an operator of unmanned aircraft (UAS) and wish to operate a UAS under standard scenarios in the "special" operating category, submit a declaration to the German Federal Office of Civil Aviation (LBA).

Before submitting your UAS operating declaration, make sure that the planned flight of your UAS complies with the defined standard scenarios. Only in these cases is a declaration of operation sufficient. Otherwise, you must apply for an operating license.

In the UAS operating declaration, you must state, among other things

  • the applicable standard scenario
  • the manufacturer of the UAS
  • the UAS model
  • the UAS serial number

You also confirm compliance with the applicable legal provisions.

In addition to submitting an operating declaration, you can also return an existing operating declaration.

Unmanned aircraft are internationally known as Unmanned Aircraft Systems (UAS). These include drones and model aircraft.

There are three operating categories for UAS. You must obtain official permits for the "special" and "subject to approval" operating categories. You do not need official approval for the "open" operating category.

For UAS operations in the special category, the European Union has defined standard scenarios with specific boundary conditions, safety requirements and risk mitigation measures.
