The competent monitoring authority may order measurements of emissions and immissions as well as safety inspections to be carried out on the operators of installations within the scope of the monitoring of installations subject to licensing or not subject to licensing pursuant to the Federal Immission Control Act. The measurements or safety tests shall be carried out by bodies or experts who have demonstrated their competence and have been notified in accordance with the Federal Immission Control Act.

The requirements for the notification of experts according to the Federal Immission Control Act are regulated in the Notification Ordinance (41st BImSchV).
